Elsie Koh

A graduate of Tufts University School of Medicine, Dr. Koh completed her interventional radiology training at Columbia Presbyterian Hospital. She was one of the first women to enter the field, which was less than 1% female at the time.
Dr. Koh has held multiple leadership roles, including CMIO and Regional Medical Officer at Fresenius Vascular Care North America. At Brooklyn Endovascular, she focuses on limb salvage and amputation prevention, providing personalized care to patients using cutting-edge, image-guided techniques.

David Mobley

Born and raised in New York City, Dr. Mobley earned his medical degree from Columbia University and completed his radiology residency and interventional radiology fellowship at Mount Sinai Medical Center. He also completed a general surgery internship at St. Luke’s-Roosevelt Hospital in Manhattan.
Dr. Mobley previously served as the Interventional Radiology Director of Operations at Columbia University Irving Medical Center, where he helped lead academic programs and clinical research. He is a frequent speaker at national vascular conferences and a published expert in peer-reviewed journals. Dr. Mobley is known for delivering patient-centered vascular care with precision, compassion, and a personal touch.

Joseph Shams

He earned his medical degree from SUNY Downstate Medical Center and completed his radiology residency at Beth Israel Medical Center, followed by a fellowship in Vascular and Interventional Radiology at Yale University School of Medicine.
Dr. Shams previously served as Director of Advanced Vascular Care and held key leadership roles at Mt. Sinai–Beth Israel, including Section Chief and Fellowship Director. At Harlem Endovascular, he is dedicated to delivering expert PAD treatment with precision, compassion, and a patient-first approach.

Michael Shapiro
MD
Dr. Shapiro earned his medical degree from Georgetown University and completed his general surgery internship at Yale University. He trained in vascular and endovascular surgery at the Lenox Hill Heart and Vascular Institute, where he also contributed to numerous peer-reviewed medical publications.
Prior to joining Harlem Endovascular, Dr. Shapiro served as interim chief of vascular surgery at NewYork-Presbyterian Brooklyn Methodist Hospital. He continues to teach at Weill Cornell Medical College, helping train the next generation of surgeons. Known for his compassionate and patient-focused approach, Dr. Shapiro is committed to delivering expert care that improves outcomes and quality of life for patients with ESRD and complex vascular needs

Noam Spinowitz
